It's Done! It's off. I bought a stubbier 24 mm impact socket which I suspect transmitted more torque to the nut and with another 24 hours soaking in penetrant the bugger surrended.
Good news. Chain cover came off pretty easiy but everything looked pretty clean including the tensioner and the dog lever operated smoothly
Bad news: The chain is really slack. I am surprised it didn't slip off a cam sprocket there was so much slack. So new chain needed, at least they are readily available.
Real bad news: After new chain fitted, (unless I am extremely lucky and the cam shafts don't slip) I will have to time the cam shafts. The procedure is outlined in detail in the repair manual but I do not understand it. It might make more sense now I can see whats going on......maybe.
I think I will be opening a new thread for help and guidance.
Thanks everyone for your help and encouragement with the nut, keeps me motivated!

It is not a nut, it is a bolt.

Absolutley correct its a bolt, but until its undone it looks like a nut and it certainly behaved as one

That looks great. My cover has a problem insfar as the hole that takes the dynamo bottom bolt has enlarged which make the dynamo a bit skew wiff. I have tried a homemade bush but that did not work very well. While its off i could either take it to a machine shop for a proper bush or see if the consortium has a decent second hand one. Then I might consider polishing it.
